Travel Guidelines as of 9th August 2021
The second wave of COVID-19 has hit the country. In the wake of the rising cases, governments and authorities have become strict with their COVID-related guidelines. Many states have imposed night curfews and lockdowns. Regular testing and other measures are being taken by the authorities on a larger scale. Given the scale at which the cases are rising in the country, the medical infrastructure is overwhelmed. Addressing this problem, authorities released new guidelines stating that healthy travellers with no symptoms would NOT require a negative RT-PCR test to travel. This is done only to release some of the burden from the testing centres. Passengers are however advised to travel responsibly. The few exceptions that still exist have clearly been mentioned below with the latest and updated information as of August 9th, 2021.

What follows next is a comprehensive guide to the things we have come through and the data we have collated over a period of a year. For all information related to a COVID travel pass, a compulsory document required for vehicular movement in India during the lockdown, the sections below will shed light on all aspects of a travel e-pass.
Please note, the information mentioned from hereon is not updated and in most cases, does not apply anymore. However, they have still been added on the blog for the purpose of record-keeping.
The COVID situation in India – Why do you need a travel pass?
In the light of COVID cases sky-rocketing each day and hitting record highs, some states have been quick to take cognizance and hit the panic button. While India was very quick to close down its economy, it also opened up fairly soon, thereby resulting in a phase of community spread since June.
Few of the worst affected states in order to control the spread of COVID 19 have imposed strict guidelines on the movement of people in and out of those states. While most states in India have agreed to do away with the travel pass requirement (refer to the section below) some states continue to follow them wherein only a valid, government-issued COVID travel pass can allow free Intra and inter-state movement.

1. State-wise classification – Where do you need a Travel pass?
Below is a state-wise classification that will help identify where you will compulsorily need a COVID travel pass. Refer to the following sections to know about certain important cases in terms of travel. This list will be updated continuously based on how the situation pans out in the respective states.
Update: Karnataka has abolished ALL restrictions that were imposed during the lockdown period. The state will now allow complete movement of goods and passengers into and out of its borders without any hassles and e-pass requirements.
List of States/UTs where there is FREE movement and no passes are required
Karnataka, Gujarat, Haryana, Himachal Pradesh, Punjab, Rajasthan, Telangana, Uttar Pradesh, Uttarakhand, West Bengal, Chandigarh and Delhi. |
List of States/UTs where a Travel pass is required
Bihar, Chattisgarh, Andhra Pradesh, Goa, Jharkhand, Kerala, Odisha, Tamil Nadu, Madhya Pradesh, Jammu & Kashmir and Pondicherry. |
List of States/UTs where there is ambiguity regarding the pass
Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Andaman and Nicobar Islands, Dadra and Nagar Haveli, Daman and Diu, Ladakh and Lakshadweep. |
2. Decoding movement during the lockdown – How do Travel passes work?
The way e-passes work is that if you are traveling interstate then it will depend on both states if they require an e-pass or not. If both require then you have to get an e-pass from the state of origin as well as one from the destination state.
If only one requires then you would only need to get the e-pass from that state and not the other irrespective of the fact that it is the state of trip origin or destination state.
If both states don’t require a COVID travel pass, then no pass is needed. If the states are not adjoining and there is an intermediate state that you would need to pass from, even if that state requires a pass, you don’t need to get that.
Tamil Nadu is an exception as if you are traveling from Karnataka to Kerala through Tamil Nadu, you would need to apply for a pass for Tamil Nadu too apart from applying for passes in both Karnataka and Kerala.
While in all cases, within city/within state travel is allowed, there are states like Maharashtra and Tamil Nadu, where even for within city COVID travel passes are required.
Please look at the list below to find the latest information. On top, you have to also keep a close eye on the containment zones within a city and also other initiatives by each state to reduce Corona cases like lockdown in Karnataka from Saturday evening to Monday morning.
A few things to note:
- Passengers traveling for leisure purposes need to check the status and conditions of Destination City/States before traveling.
- Night Curfew is imposed between 10:00 PM to 05:00 AM across India (varies by state but more or less applies in all states), Customers should plan their travel accordingly.
- While we update this information very regularly, given things still remain very dynamic we cannot guarantee that the situation will not change from the moment you book to the time you travel. What we can guarantee certainly is that we will try our level best to facilitate your travel in the safest way possible.
Here are a few examples to demonstrate the above rules:
Bangalore to Chennai | Since Karnataka and Tamil Nadu both require passes, for traveling between these two states you would mandatorily need to get a pass from both the states. Please look at the details below for each state for details on where and how to apply. |
Bangalore to Hyderabad | Since Karnataka only requires an e-pass and Telangana doesn’t, you would need to only apply for Karnataka e-pass. Please check the details for Karnataka on how to apply for the pass |
New Delhi to Chandigarh | Since both New Delhi and Chandigarh do not require an e-pass, you can travel freely between these UT/states. Though you have to go through Haryana you don’t need to worry about whether Haryana needs an e-pass or not. |
3. Detailed procedures for inter-state movement – What are the key considerations for CERTAIN IMPORTANT states?

In order to apply for a travel pass, one must have a valid government-issued id (Aadhar Card, Pan Card, Passport Number, Driver’s License). In some states, a vehicle number is also a prerequisite to apply for a travel pass. However, those availing Savaari’s car rental services, vehicle number can be obtained by responding to us on your booking confirmation mail.
5. How long does it take to get a travel pass?
Because there is no uniform process as it varies from state to state, it is best to start your COVID travel pass application as soon as possible. It takes at least 24 hrs to secure a pass.
6. How to check the status of your COVID-19 travel pass?
You should be able to check the status on the same website that you used to apply for the pass. We will highly recommend you note down any ID/confirmation number provided after you have submitted the pass request and pay special attention to what they tell you on how/when you would know about your pass issuance.
7. How long is the pass valid for?
Every pass that has been issued by the government will be valid either for a round trip or a one-way drop. In other words, a pass is issued for one-time use only.
8. How to communicate your pass details to Savaari?
You are expected to either take a picture or screenshot of your pass and send it after the confirmation mail is sent to you. You are also expected to carry a hard copy of your pass when you are traveling with Savaari.
9. How does a travel pass look like?
Even though the passes vary from state to state, below are a few samples for your understanding –

I need to travel to Ujjain and come back home which is in Obaidullaganj, District Raisen.
My query is on returning to home do only I have to be in quarantine or my whole family will be quarantined?
Anyone planning a trip should always follow local and national guidance on whether it is advisable to travel. Those traveling should check the advisory for their destination for any restrictions on entry, quarantine requirements on entry, or other relevant travel advice. Follow the same personal protection measures during travel as you would at home.

Hi,
I have to travel from Bangalore to Hyderabad. I have couple of questions:
1. Do I require a pass to enter Hyderabad/Telengana?
2. What are quarantine rules?
Thanks.
I have to perform marriage of my son in August in Chennai. I am a resident of Delhi. How many days will be there for quarantine in Chennai. what are the quarantine rules as of now.
I’m a permanent resident of Tvpm, Kerala. As my daughter is sutdying for BHMS at SKHMC, Kulasekaram, kaniyakumari dist, Tamil Nadu we have rented a house at kulasekaram and staying there.
Just before the national lock down associated with Covid we had come from our rented house at kulasekaram to our permanent residence at Tvpm after which till date we are at Tvpm.
My daughters university exams has been declared to be conducted from middle of August 2020.
She is now badly in need of her text books, notes, case records, etc to prepare for exams.
For this I need to go from Tvpm to kulasekaram to take the study materials urgently required. Same date of entry and exit. No stay. Return same day itself.
Before declaration of exams when online classes began I had applied for epass of both Kerala and Tamil Nadu. Even though Kerala pass was obtained TN declined epass so could not travel.
Now I’m again applying for pass to travel coming Monday showing exam notification as support document for the above purpose.
Will I get permission from both States.
If I am fortunate to get both States epass and perform the travel, will I have to be on home quarantine on returning to Tvpm

Hi I am Kamal, planning to travel Goa from Hyderabad, please guide me its very urgent
I searched all over to know, how to cancel an e-pass issued to one person.
What are the procedure to cancel the e-travel pass with the registered mobile no as the person do not have any idea of pass details.
I am asking this because, I visited a web site to know how to get an e-pass and on going they asked for vehicle details and as I dont have any vehicle booking prior to this e-pass, I went back. But my no is in the govt. list and they are asking for home quarrentine. Even I don’t have any COVID or even I did not travel anywhere out of my locality.
Thanks for the effort.
Please also furnish the government’s single portal for information on passes and travel guidelines.
To my understanding Himachal Pradesh needs registration of travellers even though epass is not needed.
I have applied for e-pass (https://covid19.mhpolice.in/) for travel from Thane (Maharashtra) to Indore (MP) on 18th July but even today (23-Jul) I have still see the status as –

Hi,
I want to travel to Bangalore this Saturday from Raichur via Andhrapradesh through my own car. Iam a resident of Karnataka and want to go to Bangalore now as I work in Bangalore. The route will be like Raichur- Adoni-pattikonda- Gooty- Anantapur-Penukonda- Bangalore. Let me know if ePass is required and how many passes of each state like entry and exit involves Karnataka and Andhra. Also let me know if I have to undergo quarantine.
I am planning to travel to Tamil Nadu from Karnataka and return on the same day. I have got the Karanataka entry pass, but for Karnataka exit pass, I am not getting any option for the state Tamil Nadu. All other states are there in the drop-down, except Tamil Nadu. In that case what I can do? Do we need a exit pass from Karnataka? And also do I need a interdistrict/within the state travel pass in Tamil Nadu. Please provide me the information.

I need to travel within Uttar Pradesh but on a weekend. Although Uttar Pradesh does not require ePass for travel, this is during the weekend lockdown. What is the procedure in such a case?
I traveled from Bangalore to Chennai and back on July 28th , 2020 and here are my observations
1. An e-pass is mandatory to enter Tamil Nadu and it is difficult to get one. This is checked at the Tamil Nadu entry pint in Attibele but it was just 20 seconds, since we had pasted it on the windscreen.
2. The e-pass has to be printed in color and stuck on the windscreen otherwise you may be asked to park at the side and get out of the car with a physical copy or an electronic copy in your phone.
3. While going to Chennai my pass was checked only at Attibele and one place near Vellore. As you enter Chennai there were check posts but I did not get flagged down for a check but Karnataka cars were being flagged down and asked to park at the side( I was lucky).
4. The roads are empty and I took 4 hours to reach Chennai with a 20 minute halt and 4.30 minutes on my return. Left Bangalore at 7am and from Chennai at 12 noon.
5. On my return I was stopped in at least 3 places and was asked to register in a booth and my pass was checked.
6. On arrival at Attibele I was asked to park the car the opposite side of the road. They have set up booths depending on the purpose of your travel for eg Marriage, death, Business traveler etc etc. You will be directed to the respective booth. You need to show your pass got from the Seva Sindhu app. They will register it and you will get an OTP on your registered mobile. You need to inform the OTP at the counter and then a stamp will be out on your hand ( this is not a quarantine stamp). The stamp vanished in a day.
7. You need to show documents for the purpose of your travel. I went on business, so I had a company letter and ID card. There were other showing marriage invitation etc. Some did not have documents and they were delayed. Electronic copies are good enough.
8. Ensure you apply for the pass to enter Karnataka well in advance. They have daily slots for entry and also the application has to be registered. When you apply it will show you how manby slots are available for Attibele for that day. When I was there one person applied in the morning and his data was not available on the site at 4pm, they were nice to him due to his urgency and let him go but a few were asked to wait.
9. I think you can apply for a pass to enter Karnataka maximum 10 days in advance. Please check while applying.
10. Your entry pass into Karnataka does not have an approval process..you need to register and then take a print out.
11. I am not sure if other passengers in the car need to get out and come to the booth . I would suggest they don’t and only if required they come and show their faces. In Tamil Nadu it was not required.
12. The staff are very cordial and nice if you speak to them politely.
13. Use fast tag for paying your toll. 99% of the cars had fast tag hence there were no lines at the toll booth.
14. Most of the restaurants are closed hence I would suggest carry your own food and water. Some were open.
